Ms Áine Brady T.D., Minister of State at the Department of Health and
Children with special responsibility for Older People and Health Promotion,
today 30th June 2009 welcomed the commencement of further  provisions of
the Public Health (Tobacco) Acts 2002 and 2004 with effect from Wednesday 1
July 2009.
The key provisions being commenced are;
     ban on all in-store/point-of-sale advertising of tobacco products,
     ban on the display of tobacco products in retail premises,
     ban on all tobacco sponsorship
     introduction of a closed container / dispenser provision,
     tighter controls on the location and operation of self-service
     tobacco vending machines,
     introduction of a retail register for tobacco retailers.
From  1  July  2009,  no advertising or display of tobacco products will be
permitted  in retail outlets. The location of prominent tobacco displays in
retail outlets plays a role in promoting tobacco consumption. Its placement
in proximity to everyday consumer goods such as newspapers and sweets helps
tobacco  to be seen as another benign consumer product. Research shows that
tobacco  advertising at the point of sale is a key factor in a young person
starting  and  continuing  to  smoke. If young people can be prevented from
purchasing  tobacco products there is less chance they will become addicted
and  suffer  a  smoking  related illness. Restricting advertising will also
support adults who are trying to quit.
The  Minister  said  “Tobacco  use  continues  to  be  the leading cause of
preventable death in Ireland. Each year almost 7,000 people die prematurely
from  the  effects of tobacco and thousands of others become ill because of
tobacco-related  diseases.  Commencement  of  these provisions will further
de-normalise  tobacco  and  to  protect  both  children and adults from the
dangers of tobacco consumption.

Beginning Sept. 2009 and running until March 2010, The Connacht College of Design is offering a "Diploma in Professional Interior Design" evening course at the Clarion Hotel in the Leixlip area.  The course runs one night per week from 7:30 PM to 10:00PM. The object of this course is to train students to become professional interior designers for residential projects. In the classes, you will be working with samples of fabrics, materials, wallpapers, flooring, books, paint cards and these are all supplied by the college. There is no need to travel from store to store looking for samples for your projects. Each week you will have a lecture and then be given an at-home project using these materials. Your lecturer is a trained interior designer who will share her experiences with you throughout the school year. You will also have a workshop section in the class as this course has been designed to be hands-on, practical work. 

Students do several design boards that will help build up a professional portfolio. The school also organises optional field trips to add to the design experience. At the completion of the course, students receive a Diploma from the Connacht College of Design, and are eligible for membership in the IIDA (International Interior Design Association.) There is also a section at the end of the course to familiarise students with professional work practices and many of our previous students are now working in the interior design field. Organiser Valerie Roe has invited all the usual party crew up to the venue for a VIP bash and she intends on pulling out all the stops to ensure that it’s a night to remember.

Singer Sophie (30) will be mingling with fans in the new venue and no doubt posing for the compulsory photos with a pint of Guinness.

She’ll also perform songs from her new album, Trip the Light Fantastic, at the opening beano for the club, a €11.5m investment.

The Minister for Foreign Affairs, Mr. Micheál Martin, T.D., today (30 June 2009) launched an information programme about Ireland’s EU membership, whose centre piece is a public information website, www.eumatters.ie

Speaking at the launch the Minister said:

“Our ambition is that this website will become the place where clear and reliable information about EU issues and their relevance to Irish people can be found.  It will seek to highlight the relevance of EU programmes, policies and initiatives to Irish people. ”

The website has been designed to be accessible and user friendly and to reply to queries about Ireland and the European Union. 

The web site responds to independent research findings that Irish people’s objective knowledge of the EU is lower than in the majority of other EU member states.  It also addresses the commitment in the Programme for Government 2007-2012 to improve the quality of communications between the European Union and its citizens.

www.eumatters.ie is part of the Department of Foreign Affairs Communicating Europe Initiative (CEI) which has been operating since 1995.  This year CEI is providing funding for a wide range of projects around the country which serve to raise public awareness of the EU and of Ireland’s EU membership.  

www.eumatters.ie will be profiled in a national information campaign starting tomorrow, 1st July 2009, in order to generate interest in the website.

Cllr Catherine Murphy has urged the public to consult the Celbridge, Leixlip and Collinstown Local Area Plans which are currently on public display but has warned they only have a few weeks to make submissions. According to Cllr Murphy July is not exactly the best month for these plans to go on public display, however, there is little that can be done about this because the timeframe for reviewing plans is set in legislation.

The Celbridge Plans proposes to rezone sufficient land to accommodate a further 1000 housing units, this is in addition to lands rezoned in 2002 but not yet built on. The controversial Donaghcumper lands account for much of this. Leixlip and Collinstown Plans allow for a further 1400 houses between them up to 2016, this again is in addition to land already rezoned and not as yet built on, with the area around the Wonderful Barn and Collinstown accounting for most of this.

“I fully intend to make submission on all three plans myself before the 29th July. In my opinion the Leixlip Plan lacks geographical balance and fails to deal with issues such as car parking at Confey Train Station; the Collinstown Plan attracted quality submissions in the pre planning stage, what has been produced is simplistic and really disappointing; the Celbridge Plan proposes to add yet another 1000 houses yet there is insufficient funds to put the recently adopted Traffic Management Plan into operation.”

This is the most important stage for the public to make submissions, in doing so they are assisting in shaping the place they live. I strongly urge members of the public to view the plans which consist of a written statement, maps and environmental reports.

Celbridge Local Area Plan

The plan is currently on display in the Library until 29th July (also available on line at www.kildare.ie). Anyone wishing to make a submission must do so before then. While local Councillors will have been consulted the proposals are those of the professional planners. Once submissions have been received work will commence on evaluating these and a report will be produced by the County Manager, it is at this stage it will be open to the Councillors to either accept the managers recommendations or make amendments.

Population of Celbridge 2006 17,262

Current estimated population 19,341

Estimated Population to 2016 20,290

The plan takes account of land which was zoned in the last plan (including Donaghcumper) and estimates a population to 2016 of 20,290 this has resulted in the planners identifying 29hectres of land to be rezoned in this plan. Three sites have been identified in the plan they are:

Shinkeen Road – The site is to the rear of the Cemetery and stretches to Primrose Gate.

The land is currently zoned Agricultural the proposal is to rezone it to “New Residential and Community and Education”

The Ardclough Road at Newtown.

This is on the fringe of the town boundary the land is proposed for new residential.

The Ardclough Road at Simmonstown.

Some of the land at this location was zoned new residential and community and education in 2002.

The plan goes into some detail about the design standards for the area’s proposed new residential. The plan consists of a written statement and accompanying maps and deals with everything from transportation objectives to community, educational, childcare and cultural facilities.

In addition to the Celbridge Local Area Plan the Council are preparing a plan for Castletown Demesne which will be published separately.

Leixlip Local Area Plan – Collinstown Local Area Plan

In addition to lands that were previous zoned (close to the Wonderful Barn and Collinstown for which there is a separate plan) It is proposed to rezone lands for a further 1,450 housing units. The Leixlip and Collinstown Plans (new town centre off Collinstown Link Road near Beechpark/Gleneaston Estates) are interconnected the new housing units proposed will be split between Collinstown and Leixlip. The location proposed for new housing in the Leixlip Plan is in Leixlip Demesne to the rear of Leixlip Park/Wogansfield. Access to the area would have to be taken from the Celbridge Road between the motorway bridge and the current entrance to the Wonderful Barn. There had been strong arguments made for a better balance of new residential between both sides of the town, however no new residential is currently proposed in Confey primarily because of the inadequacy of Copes Bridge to accommodate further traffic movements.

Collinstown Plan

The site for the new Town Centre includes a new train station at its heart. New residential is proposed adjoining Glen Easton Estate. In addition lands are proposed for Industry and Warehousing. This plan can be viewed in Leixlip Library and also online at www.kildare.ie again the last date for submissions is 29th July.

Rumours going around maynooth regarding price to gain access to Mantra.

What Price do you reckon they should charge, considering you do not have to pay into Brady’s or the Roost.

EPSO (the European Personnel Selection Office) is currently seeking to recruit 15 Irish language proofreaders to fill vacancies in the Official Publications Office in Luxemburg or in the EU institutions in general. Required qualifications include fluency in Irish, a third level qualification, 3 years relevant work experience and a high level of knowledge of either English, French or German as a second language. The closing date for applications is 28 July 2009 (at 12pm CET).

Addressing the Dail on a Fine Gael Private Members Motion seeking the reversal of cuts in Our Lady`s Hospital for Sick Children in Crumlin, Deputy Emmet Stagg pleaded with the Minister for Health to find the money for the bailout of the banks and builders from somewhere other than the Budget of Our Lady`s Hospital.

In his address Deputy Stagg pointed out that recently the House debated the horrific abuse of children at the hands of the religious and the State and that the House resolved that no such thing would ever be allowed to happen again. Whilst that debate was taking place, the Minister for Health was withdrawing money from the Children`s Hospital, which forced the closure of wards and a life saving operating theatre. If the action is not reversed, it will cause severe suffering, prolonged pain and misery to innocent, sick children.

Pulling no punches Deputy Stagg stated that the closure of a life saving operating theatre is most likely to be the cause of children dying unnecessarily. Deputy Stagg stated that Harney had put in place a system that empowers an unaccountable quango to use taxpayers money as it sees fits. It is not only a shame or disgrace, it is a crime to allow little children to suffer unnecessary pain and misery and even avoidable death. The Minister and her Fianna Fail backers who keep her in office are responsible and Deputy Stagg stated that he would not like to have the consequences of her actions on his conscience.

Deputy Stagg then outlined the cases of two children from his own Constituency whose mothers were seriously concerned at the delay in vital procedures for their children. Both families have the fullest praise for the nurses and staff in Crumlin Hospital but the Minister`s resources limitation makes them fearful that their special children will suffer further.

In conclusion Deputy Stagg stated that these and other children had suffered enough and he pleaded with her to find the money for the banks and builders from somewhere other than the budget for Our Lady`s Hospital. If she has an ounce of human kindness, she will surely do so. If she is not mindful to heed his plea, Deputy Stagg asked that she would at least heed the pleas of the mothers of the children.

Local Minister of State, Aine Brady TD, has been informed by the Minister for Education, Batt O’Keeffe TD, that funding for projects at schools in Kilshanroe and in Prosperous has been approved .
‘Funding is to be provided for a Car Park, pull in area and Boundary Wall at Kilshanroe NS and for Roof Works at St Farnans Vocational School.’
‘I recently made representations to the Minister in connection with these projects and I am delighted that funding has now been approved. The Building Unit of the Department of Education will be in touch with the relevant school authorities in the coming weeks to enable the works to proceed.’
‘This announcement , taken together with recent approvals for works at Schools in Rathmore, Clane Boys NS, Hewetson NS in Clane and Mercy Primary School in Naas, shows that progress is been made to improve the condition of our schools. This week , work has also begun on the construction of the new school at KillI.’
‘I again commend the schools for their work in preparing the necessary documentation to secure this funding.’ concluded Minister Brady.
